Meaning
"while doing ~" — two actions performed at the same time by the same person.
ます-stem + ながら means "while doing ...": 音楽を聞きながら勉強します "I study while listening to music". The same person does both actions at the same time. The main action is the one at the end; the ながら action is the background. Tense goes only on the final verb.
Describing multitasking: eating while watching TV, walking while talking, listening to music while working. Not for two different people.
