Meaning
to my (surprise / regret / delight), ...
〜ことに(は) puts the speaker's emotional reaction first and the fact second: "to my surprise, …", "regrettably, …", "happily, …". Only emotion words are used: 驚いたことに, 残念なことに, 嬉しいことに, 困ったことに, 悔しいことに.
書き言葉寄り, also in careful speech and news-style narration. い-adjectives attach directly, な-adjectives take な, and a few verbs appear in the past form (驚いた・困った・呆れた). The clause that follows is a fact, not a plan or request.
