Meaning
now that… / since… (one must, will, should…)
〜以上(は) means "now that / since (X)". X is a fact or decision that has been settled; Y is the duty, determination, or natural consequence that follows. It is very close to からには, but a little more formal and written. Note: 以上 also appears after quantities (三人以上 – three or more) and as the closing word 以上です; here we deal only with the "now that" use.
Written and formal spoken (business, essays, announcements). Typical situations: statements of responsibility (社員である以上), rules that must be followed (契約した以上), and firm expectations.

The second clause often contains 当然, 必ず, 責任, or a modal such as べきだ / なければならない. 以上 without は is more common in modern writing; 以上は adds a little emphasis. Because 以上 is formal, it is a good choice in business e-mail: お引き受けした以上、責任を持って対応いたします。

On the exam
- In 文法形式の判断, 以上 and からには are often both offered; if so, the question usually tests the attachment (である) or the ending, so look for the option that fits grammatically.
- Distractors: からといって (denial ending), 以来 (time), 上に (in addition). Check what follows the blank.
- In 並べ替え, the chunk である以上 is often split into である / 以上; join them to the preceding noun.
