Meaning

〜とみるや is narrative Japanese for a quick judgment followed by instant, decisive action. 敵が油断したとみるや、攻め込んだ = "The moment he saw the enemy was off guard, he charged". みる here means "judge", and や means "as soon as". The actor is usually a strategist, an army, a company, or an animal.
Written narrative, news, and history: battles, business moves, sports, animal behaviour. Not used in daily conversation. The second half is a fast, deliberate reaction (攻め込む・撤退する・値下げに踏み切る・逃げ出す).
