Meaning
it seems that …, judging by …; apparently …, because …
〜とみえて states a guess and then gives the evidence you can see. よほど疲れていたとみえて、すぐに寝てしまった = "He must have been very tired, because he fell asleep at once". The guess comes first, the observed fact second. 〜とみえる ends the sentence with the guess alone; the evidence comes in the next sentence.
Both spoken and written, neutral. Used when explaining someone's behaviour or a situation from visible signs. Common with よほど / 相当 / どうやら before the guess. Not used for guesses about yourself.
