〜てはばからない means "does X openly, without any hesitation or embarrassment". はばかる = to hold back out of consideration. It is used almost only with verbs of saying: 言ってはばからない, 公言してはばからない, 断言してはばからない. It often implies the speaker finds the boldness remarkable, sometimes arrogant.
Formal written Japanese: commentary, profiles, political reporting. It describes a third party's bold statements. Not used for the speaker's own statements or in casual talk.
