〜に至る / 〜に至って(は) / 〜に至っても

reach the point of …; when it comes to (an extreme case) …; even at the point of …

至る means "to arrive at". Nに至る / Vるに至る describes reaching a final stage after a process: 開発に至った "finally reached the point of developing". に至って(は) picks out the most extreme case in a list ("as for X, it goes so far as…"), and に至っても means "even having reached this point".

   ここに至っても: even at this point, no admission.

   りょうしゃのはなしあいは、ついにごういにいたった。

   The talks between the two sides finally reached an agreement.

   ついに + に至った.

   兄は勉強嫌いで、弟に至っては学校にすら行かない。

   あにはべんきょうぎらいで、おとうとにいたってはがっこうにすらいかない。

   My older brother hates studying, and as for my younger brother, he does not even go to school.

   に至っては: the worst case in a list.
