ことができる

This form is also taught at JLPT N4, where it carries a different sense or register.

Meaning

"can ~ / be able to ~" (ability or possibility).

Dictionary form + ことができます means "can / be able to": 漢字を読むことができます "I can read kanji". こと turns the verb into a noun ("the act of reading"), and できる says it is possible. It covers both ability (I can swim) and possibility (you can rent bikes here). The verb before こと never changes.

Talking about skills and about what is possible or allowed at a place. More formal than the potential form (読める), which comes at N4.

    I was busy yesterday and couldn't phone.

    Negative past: できませんでした.

  4. 弟は百メートル泳ぐことができます。

    おとうとは ひゃくメートル およぐことが できます。

    My younger brother can swim 100 metres.

    泳ぐ stays in dictionary form.

  5. このカードで電車に乗ることができます。

    この カードで でんしゃに のることが できます。

    You can ride the train with this card.

    Possibility, not personal skill.
