Meaning
It's not that… / it doesn't mean that…
〜わけではない denies only part of what the listener might be thinking. "It's not that I dislike it" leaves room for "I just don't eat it much". It is a soft correction, not a strong denial. With 全部 / 全員 / 必ずしも it means "not all" or "not necessarily".
Everywhere: conversation (〜わけじゃない), polite speech (〜わけではありません), essays. Very often followed by the real reason: ただ〜だけだ. 〜というわけではない denies a conclusion someone has drawn.

- Look for contrast clues: ただ, 別に, 特に, 〜が / けど. If the second half gives a different reason, わけではない is the answer.
- Distractors: わけがない, わけにはいかない, はずがない. Ask: soft correction (わけではない) or flat denial (わけがない)?
- The chunk という + わけではない is often split in 並べ替え; join it first.
