Meaning
because of (negative cause); perhaps because
〜せいで means "because of… (and it's their/its fault)". It names the cause of a bad result and blames it: I have a headache because of lack of sleep. 〜せいか softens the cause to a guess ("perhaps because"), and 〜せいだ ends the sentence ("it's X's fault").
Both registers. It attaches like a noun: N + の, Aな + な, verbs and い-adjectives in plain form. The opposite is 〜おかげで (good result). When the speaker is unsure, せいか is used; when the result is neutral, use ために or から instead.
