Meaning

on the occasion of, at the time of (a major undertaking)

〜に当たって / 〜に当たり means "on the occasion of, at the time of (a major undertaking)". It marks an important starting point, usually positive and formal: on the occasion of the opening; in starting the new business; when going to study abroad.

書き言葉 and formal speeches, greetings, official documents. It follows Vる (始めるに当たって) or nouns (開会に当たって). It is not for everyday events or for negative occasions like funerals. に当たり is the more written form.
