〜とは has two very different jobs. (1) Surprise: a clause + とは at the end (or before 思わなかった・驚きだ) means "To think that …!" — the speaker did not expect it. (2) Definition: a noun + とは introduces what the word means (幸福とは、〜である). Context tells you which.
Surprise とは: spoken and written, often sentence-final with the rest left unsaid; frequent with まさか / こんなに / あんな. Definition とは: written, in dictionaries, essays, and lectures; also in the spoken question 〜とは何ですか / 〜とは?
