Meaning

if X, then X brings its own (problems); either way there is something

〜たら〜たで repeats the same word to say: if X happens, X itself has its own consequences. お金があったらあったで心配が増える = "If you have money, having it brings its own worries". It often comes after the opposite case (なければ困るが), so the point is "either way there's something". It can also mean "if X, we'll manage" (来なかったら来なかったで楽しもう).
