〜をもって is a formal version of で with two main uses. (1) Means: 書面をもって通知する (notify in writing), 誠意をもって対応する (respond in good faith). (2) Cutoff in time: 本日をもって閉店 (closing as of today), 以上をもって終了 (with this, we conclude). The extra-polite form をもちまして appears in ceremonies.
