Meaning

even if not …, at least …

Xないまでも Y sets aside a high goal X as unattainable and states a lower, realistic level Y: 毎日とは言わないまでも、週に一度は運動したほうがいい. The second clause often has せめて / 少なくとも / くらいは.

Both registers. Common in advice, modest self-evaluation, and negotiation of expectations.

    The ideal (daily) is set aside; the minimum (weekly) is proposed.
